The metric system was established in France in 1840 while Louis Philippe I was the monarch. It had been used during the French Revolution, but many still used the old units, which were reestablished by Napoleon in 1812.
A few philosophers and scientists had proposed a decimal system earlier, but in 1790 the National Assembly of France asked the French Academy of Sciences to invent a standard system of weights and measures. The system they developed became the metric system and it was adopted by the French government in 1795.
THE METRIC SYSTEM WONDERLAND or THE WONDERS OF THE METRIC SYSTEM
The short answer is 'no'. The metric system was invented and came came into use in the time of Napoleon in France, around 1800AD, and wasn't fully accepted until late in the nineteenth century. In Britain we still are trying hard to resist it!
