Originally only landowners were permitted to be in the army - and they were happy enough with this as they were either defending their farms or pinching other peoples' farms for their sons.

With the German threat in the late 2nd Century BCE the sheer numbers required forced the city to enlist non-propertied men as well. These, without farms to go back to after their service ended, had to be provided with farms, which led to the establishment of military colonies in conquered lands (eg Carthage became a military colony after its destruction, later emperor Hadrian was son of a settled military colonist in Spain). Augustus had to find farms for half a million demobilised men from both sides when he finally ended the civil wars by defeating mark Antony.

Soldiers volunteered, and slaves were not used. The legions were supplemented by auxiliaries - non-Romans who had special skills such as cavalry, archers and slingers.
