The way Mickey was created was from Walt Disney and a mouse that would always come into his home. He decided to draw and somehow became famous for it and created a TV show called Steamboat Willie. This question is impossible to answer. The best guess would be Walt Disney was Mickey's first fan since he was the one who created him, but there's simply no way of knowing who Mickey's first fan was outside of Disney himself.
