Japan did NOT offer to surrender before the two atom bombs were dropped. It wasn't until AFTER the two bombs had been dropped and Russia's entrance into the war against Japan that Japan surrendered.

we didn't try to convince japan to surrender. we tried to stop the war before it happened by shutting off japan's oil supply, because with no oil you don't have an army. but after they bombed us, there was no reasoning with them.

In fact they were and in fact, they were such fools. Knowing the war was lost for everyone in the axis side, they didn't surrendered in time.
