That's debatable. Most scholars consider the Greeks to have invented coins, but other places such as China could be considered earlier. As long as there was a free market, metal currency, property rights involved, the civilization technically has money.

no i don't think that the Phoenicians made the first coins because the Phoenicians were not the first to start trading things.
