The Theban's did not 'conquer' Sparta, nobody did. They defeated them in the Battle of Leuctra, 371 BC (109 years after the Persians failed invasion). Led by Epaminondas, he tactically for the first time ever changed his phalanx. He turned his Phanlanx's weakest point (left side) into it's strongest, allowing his 'stronger' phalanx to clash with Spartan's strong point and a 50 men deep, his phalanx crushed the Spartan's strongest right side. He also staggered the advance of his right phalanx and in doing so by the time his 'strongest' point had broken through and routed the Spartan's strong point his remaining phalanx had advanced to clash with Spartan's, only that the Spartan's were left with no strong point and as the phalanx was broken it failed.
This was the first, last and only time the Spartan's were defeated at full strength and ulitimately led to the entire Spartan demise.

King Agesilaus II of Sparta led an expedition into Asia Minor 396-394 BCE, and had considerable success in defeating Persian provincial governors there. His efforts were cut short when he was recalled to prosecute wars in mainland Greece against the combined forces of Athens, Thebes, Corinth and Argos, and could not return to Asia to pursue his plans to overthrow Persian power - achieved by Alexander 60 years later.
The reason a country has a military is to have protection and to gain power. When Sparta existed power came from conquest of other places. Slaves, riches, and the resources of the country were taken by the conquest.
While there were nearly two thousand Greek states and several Greek colonies through out the ancient world, there was a list of major Greek city-states which included; Athens, Argos, Chalcis, Corinth, Eritrea, Epirus, Macedonia, Massalia, Sparta, Syracuse, and Thebes.
It was during the Persian invasion of 480 BCE, when Argos demanded, as a price for suppleis and troops, a 30 year truce with Sparta, and equal command of the Greek forces with Sparta. The underlying reason was that the Argives had recently lost haff their manpower in battle against the Spartans, and got a Delphic oracle (readily buyable) telling them to stay out of the war.
