Did the founding fathers choose between English and French as the national language?

No. A 'national language" cannot be chosen. An "official government language can. There was no choice to be made for either a national or official language, since virtually all colonists came from England or were born to English speaking families, English simply became the national language by default. Had they decided to pick any other "national language", it would probably have been put in the Constitution as the official language of the US government. That way, all citizens would have to learn that language in order to understand what the government was doing.
