It is very hard to determine when music turns to noise and vice versa. Some people consider most popular music to be noise. Some others only consider heavier genres to be noise (like heavy metal, grunge, black metal, etc.). Some others mainly consider rap to be noise. Even some consider it noise when it is too "soft." You could probably make a very general argument by saying that any type of sound that is organized and has some sense of musical structure may be considered music rather than noise. But then you would inevitably have to include serialism, which, although usually lacking any sense of standard tonality, can still be considered to be highly organized and very structured. And by trying to make this argument, you would then eliminate aleatoric music, which, although a large portion of this music (if not entire pieces) can be determined completely by chance (i.e. the roll of some dice), it is still considered by many to be music, non-the-less. This type of music could be considered by some to eliminate any argument that music is always made on purpose and with intent or even for the purpose of expression. I believe that there is no possibility for a universal standard on what is music and what is noise and therefor it is completely determined by personal preference and opinion and is different from one person to the next.
