In a polar covalent bond, the electrons shared by the atoms spend a greater amount of time, on the average, closer to the Oxygen nucleus than the Hydrogen nucleus. In a non-polar covalent bond, the electrons shared by the adjacent atoms in the bonds are shared equally.

A nonpolar covalent bond has a shape that is linear, or cannot be divided so that the positive atom(s) are on one side and the negative atom(s) are on another. A polar covalent is the exact opposite. The atoms in a polar covalent can have a line drawn through them that separates them into negative and positive.

Here's an example of each:

Nonpolar covalent: MgCl2

Cl - Mg - Cl

Polar Covalent: HCl

H - Cl is written as: H l Cl

by means of dipole moment. Dipole moment is produced when two atoms having larger difference of electronegativity are bonded together. Polarity of molecule can be determined by net dipole moment . Dipole moment is vector quantity therefore when all dipole moments cancel each other then net dipole moment is zero and molecule is non polar. For example CO2 is non polar because there are two equal dipole moments which are exactly in opposite directions. Both dipole moments will cancel each other and net dipole moment will be zero. That's why CO2 is non polar. Now take an another of carbontetrachloride CCl4. This molecule is tetrahedral and there are 4 equal dipole moments in this molecule. Since this molecule is symmetrical, all dipole moments will cancel each other and net dipole moment will be zero. You can confirm this result by drawing vectors on each bond of molecule. All the vectors are equal and are separated by equal angles.

What this means is that in a compound with polar covalent bonds the molecule is polar, like water. Water consists of only covalent bonds between H and O, but because of the two lone pairs of electrons on the oxygen, the molecule is bent which results in the O end of the molecule to be more polar than the H side.

On the other hand the CO2 bond (also covalent) is not polar because of its shape as well. Since there are two double bonds between C and O, the molecule is linear, and when adding the vectors, they will result to 0, making it non polar.
