The term Washable Marker refers to if you get it on clothes it will wash off but not off paper.

There are may brands of permanent marker out there. Some permanent marker brands are Sharpie, Bic, and Deco.

If the stains were made by a washable marker, they will come out if you wash them in the washing machine with hot water. If they were made by permanent marker there is no guarantee that it will come out. Pretreat the shoelaces, rinse them, and soak them in bleach if they are white.
Rubbing alcohol is often a good way to take ink off of non-porous surfaces. Unfortunately, paper is absorbent and likely to be ruined by the rubbing alcohol. You cannot use rubbing alcohol to take washable marker off of paper.
No. The paint in a professional marker is generally enamel and once dry will not be removed by anything less that paint thinner. If you need a washable paint marker try looking at your local arts and crafts store for "washable paint markers."
