Since the water in a fishtank is trapped, a filter of some type is needed to remove some of the impurities from the water (regular water changes are still the best). With enough plants in a tank, the plants will filter the water. My limited experience with angelfish suggests that they prefer high-quality water and open areas to swim meaning a powered filter of some type is recommended instead of a tank filled with plants.
