There is no such law that requires a black belt, boxer, or any other martial artist to "register their hands as lethal weapons." Neither is there any possible way to do so.
NO. There is no law in the United States or any common law state that reads that a black belt or for that matter can combat sport ( Karate, boxing, MMA, Wrestling) most register any part of their body as a weapon let alone as a lethal weapons. There have been court case's where harsher charges for expert in fighting were up held or up graded to reflect the knowledge of the defendant's expertise.

It allows for two attachments on a single primary weapon. The pro version gives you an extra lethal grenade.
Anyone who is a legitimate 8th Dan in any genuine Martial Art system has been training for at least 30 or 40 years, and knows the answer to this type of question. Also, it is not likely that any legitimate "license" or rank certificate of Black Belt Degree has the wording that the person is a "lethal weapon." If that were written on a certificate, I would question the source and credibility of whomever issued it, but then an 8th Dan should already know the validity of their teacher's certificates. The question of registering as a "lethal weapon" is one of legal jurisdiction wherever the student lives, but I know of no laws requiring such registration. In the olden days, in America, many professional boxers, and wrestlers wanted to avoid unnecessary fights with bar room drunks, and thugs, so they would say "I can't fight you because my hands are registered as a lethal weapon, and I would go to jail if I hurt you." In order to back up this claim, many of the athletes would get their local sheriff's department to issue a made-up document that said they were registered as a "Lethal Weapon," but there was no legal requirement to do so. After professional fighters started using that statement, every punk kid, and martial art wannabe began using that same line to boast about their non-existent skills. In reality, the laws of assault and battery, and self defense apply the same for everyone. If you want to verify such requirements, contact your local police department, or consult with an attorney about the laws where you live.
IMDb has listed that Lethal Weapon 5 will be created in 2012. However original director 'Richard Donner' has been pushed out and Mel Gibson has walked away from the project. So I doubt Gibson will be starring in it at all. ... I have also just read that Danny Glover will also be turning down his role, so if your hoping for a lethal weapon 5, there will be no Danny Glover and Mel Gibson.
