It all depends on time in reality, or a given period of time comets can follow a path that comes very close to the sun, although this may occur once over a cycle of hundreds of years. Jovian planets are all located past the frost ring where the asteroid belt can be found. (asteroid belt is in between Mars and Jupiter) Depending on time and what you are looking for asteroids hold the most consistency on average of being closer to the sun.

asteriods are closer, one of the asteriods in our solar system was actually considered a planet for around a century, then it was demoted(kinda like pluto). Comets are masses of ice, if they were near the sun often, they would melt and therefore no longer exist.

Comets orbit the Sun from different distances. Some orbits are within the orbits of the outer planets, others come from beyond the orbits of the outer planets.

However, when you see a comet with its tail from Earth, it will be on a part of its orbit that brings it closer to Earth than the orbits of the outer planets.
