Not necessarily, but it certainly appears that way to us humans because the deer we normally observe have died violent deaths. You see, most of the time, death is preceded by a state of unconsciousness, during which the eyes often close. This happens because in a "natural death" (disease, old age, etc) the body organs shut down internally, bit by bit, with the loss of consciousness usually preceding complete death. However, in a violent, sudden, or just simply painful/traumatic death (cardiac arrest, shooting/stabbing), death often occurs whilst the animal is still highly alert, often in extreme pain, fear, with blood and adrenaline flowing. In such cases, the eyes are usually open when brain function ceases. Think of all the dead deer you have seen. Chances are they had been shot or hit by a car.
And then there's the difference between dying humans, who often close their own eyes in anticipation of death and animals which do not; Many people prefer to die with their eyes closed, so that they appear in a state of dignified repose or peaceful resignation. Animals have no such scruples.
Consider also the differences in deer muscles and the muscles of humans and other animals (such as birds and reptiles) which often die with their eyes closed. Deer have tight, closely-grained, fast-twitch muscles and do not blink nearly as often as humans. Their eyes are also quite bulging. These characteristics make it less likely that the deer's eyes will be closed at the time of death, statistically speaking.
Deer do have eyelids. In fact, they have an extra one that humans do not.

Some people die with their eyes closed and open because some people die sudden and some people die slowly. For example, a person got shot. That would be a sudden death because they didn't expect it to happen and they would leave their eyes open. And another example, a person was really old and couldn't live any longer. They would know to shut their eyes because the know that they're going to die any second.
