No, coal is the fossilized remains of trees and plants which partially decayed in swamps. Occasionally fossils are found mixed into the layers of coal but these tend usually to be fossilized leaves and insects.

Petroleum originates from the accumulation of large quantities of dead plants and animals. Most came from zooplankton and algae. Petroleum is more likely to originate in swamps, marshes, and bays were there was an abundance of marine life. Note that Saudi Arabia was very green place 150 million years ago. Also petroleum formed prior to the age of the dinosaur (Mesozoic) and after the dinosaurs were gone.

The origins of coal are from plant life prior to the age of the dinosaur.
