Dogs definitely understand sign language. Some dogs are deaf and the way to communicate with them is through sign language. Even hearing dogs can be taught sign language and when you talk to them. Dogs are smart enough to know what signs mean what and what you want them to do.

Dogs do not understand English. They recognise the SOUNDS that people make and associate them with actions or things. For example if you say "walkies" when offering your dog a walk, try saying "talkies" instead one day and you'll see your dog gives the same reaction. Because they only understand the sounds, not the language.

Body language signs - yes. Dogs primarily communicate by reading the body language of other dogs or animals, humans included.

Sign language/hand signs - yes. A dog can be trained to recognise hand signals. In fact they are trained to do so if they are police or military dogs.

No. Dogs can't read. They can be taught to recognize spoken words and pictures but they can't read books or signs.
