Not in its full sense. Warm water fish will cease to live but cold water fish will slow down almost to the point of hibernation. As long as it does not freeze solid or happens to quickly cold water fish such as koi can usually survive.

you can put any type of fresh water fish in a pond...that includes goldfish. Be sure to know how hot/cold your water gets in the summer/winter and what temperature range your fish of choice can withstand.
