That's the idea, although their effect is arguable.
Basically, the only rating that does not allow kids to see it is NC-17 (no-one under 17 admitted). Even then, the admittance of younger viewere is sometimes hard to enforce - rather like trying to enforce dringing ages in bars. All other ratings allow anyone to attend, although varying degrees of "parental guidance" are suggested. So if a parent says "Timmy, this film contains a lot of swearing, nudity and violence" that can constitute "parental guidance" enough to get a child admitted.
The "dividing line" is the R rating, which requires that a parent must accompany anyone under age 17. But G, PG and PG-13 all allow a child to attend unaccompanied.

It is PG, not PG 13, that is the american version. I own the movie, and I recommend it to kids 11 and over.
