Octopuses, or octopi, are predators. They hunt crabs, prawn, fish, and mollusks. However, in turn they are also hunted by sharks, dolphins, and other sea animals, so they are also prey. This means that they are not top predators, but somewhere in between.
Octopi live in salt water and frogs live in fresh water; fresh water would kill an octopus and salt water would kill most frogs. Octopi are opportunistic predators so they would probably eat a frog if they had the opportunity, but it's extremely unlikely that an octopus would ever encounter one in the wild.
