Normaly pool pumps have only one speed " flat out" unless you have a two speed pump.
It all depends on what type of pool pump you need; if it is a standard erect above ground pool pump, it can cost anywhere from $75 to $300. But if it is a in ground pool that needs a new pump, it is going to be thousands of dollars for a good one that won't break easily and the installation is also costly.
A stock fuel pump should not be that noisey , a commmon upgrade is a walbro 190 or 255 . from gen 2 eagle talon. these are noisey to very noisey

Most pool pumps MUST have water flow to avoid overheating.
If nothing pumps out you need a new pump

Probably not. Most pool pumps are designed to circulate water and don't have enough "lift" to pull the water from the bottom. You can rent a pump and hoses from the local DIY store or pool store. Assuming you don't have trash in the pool. If so you'll need to rent a trash pump from the local rental center.
