Yes. For some scientific reason, when the mushroom dries, the psilocybin becomes more concentrated.
If the mushrooms are wet, you can still eat them and get the same effect, although it's much harder to accomplish due to the taste and amount you have to eat. The best way to get the same effect is to take the amount of mushrooms you would take normally and multiply it by 10 ( i.e. if I normally take 2 grams of dry mushrooms, I would want to take 20 grams of wet mushrooms to get the same effect).
I would not suggest taking them wet, though. It really is hard to eat them all, and if you throw them up on the way down, you've wasted your money.
