As long as the dog or cat leaves the raccoon alone, then the raccoon shouldn't harm them. If the raccoon feels threatened, if it is cornered or it is injured and the cat or dog is being intimidating, then the raccoon may feel the need to defend itself which could cause harm to the other animal.
Also, if the raccoon is rabid, it may attack another animal which could prove very harmful to the cat or dog as unless rabies is treated promptly and properly, it is fatal.

To let a pet cat roam at will is cruel to the cat as well as to wildlife. Cats are exposed to diseases, car accidents and encounters with other cats, dogs and wildlife when they are allowed to roam freely. They also kill many species of animals that are, otherwise, protected by law. It is also illegal in many areas to let cats or dogs roam.
