Understand that domestication is a long term process that takes at minimum, hundreds of years. It is possible, although not certain, that selective breeding over a long period of time could make raccoons acceptable pets. A 50 year experiment in the Soviet Union started to accomplish this with silver foxes, by selecting for docility. However, simply raising a wild raccoon is not domesitcating it, it is taming it. And it will still be a wild animal, and almost certainly a poor pet.
No, raccoons will always be wild animals. It takes thousands of years for an animal to become domesticated and lose its wild instincts. Raccoons do not learn commands and will always do what THEY want and not what a human wants them to do.
No, absolutely not. Raccoons are wild animals with all the instincts of a wild animal. They can become aggressive and potentially dangerous at times. While baby raccoons seem quite tame and affectionate, all that will change when the animal becomes an adolescent or young adult and hormones kick into gear.
Some jurisdictions allow raccoons to be kept as pets but they are not recommended as pets. As raccoons mature their behavior becomes unpredictable and they can suddenly become a nasty ball of fur to deal with. For more information click on this link.
