A purely ballistic rocket, such as an ICBM (think of the WWII "V-2"), follows the curve of a stone tossed up in the air.

The engine provides thrust that propels it: when the engine runs out of fuel, the rocket begins to decelerate and eventually falls back to Earth - the only exceptions being those that are fast enough to go into orbit, such as the space shuttle.

These missiles (including the Saturn moon mission launchers) only need the tail fins for steering and stability.
