Wild betta fish (or Siamese fighting fish) are native to rice paddies, and live inland, in freshwater. It would be highly unlikely they would ever come in contact with each other, as seals live in the ocean. So I guess the answer is no.

Yes, seals do eat tuna. Seals will eat almost any kind of fish that is made available to them. Leopard seals are known for even eating penguins.
