Yes they can. I saw the process myself! One of my garden snails had a piece of its shell broken, and I was surprised to see that some soft, jelly-seeming stuff came up to fill up the gap. It had the exact same pattern on it as the previous one. Soon this started to harden, and now he has a nice shell! So garden snails CAN grow their shells back. One way to help this process quicken is by giving a garden snail a cuttle bone. All you need to do is go to a petstore look in the bird section and then cut up the bone and give it to the snail. THis gives them the extra calcium needed to grow back the shell. Other snails can eat it to help their shell also!
