Stingrays do not have legs... some people have been asking because of this video:

Those seen in the video are called clampers.

Claspers are modifications of the pelvic fins and located on the inner margin of the pelvic fins. They are used to transfer sperm to the female during mating. Females do not have claspers.

Baby stingrays do not have "legs" per-say. The appendages you see on a baby stingray that appear to be legs are actually modified fins located at their pelvis which is used for reproductive purposes called claspers.

They do not lose these claspers as they are utilized in adulthood to mate.
