Yes. Most storms in the tropics including hurricanes actually move east to west. It is fairly rare in temperate regions, though it can happen if a storm occurs in the portion of a low pressure system closest to a pole.

You shouldn't judge a storm by direction, basically, all you can get from direction would be the places the storm would impact. Storms closer to the equator move east to west, those storms are like any other storm.

No. Thunderstorms in the tropics most often move east to west. Thunderstorms in the mid latitude usually move in an easterly direction, but there are exceptions, especially in slow-moving systems.

In the temperate latitudes, the prevailing winds generallly cause storms to travel weat to east. However, under some conditions something called a blocking high can stall this movement, and sometimes even reverse it. If you live in the northern hemisphere, you may also be seing storms on the north side of a low pressure system, as lows in the northern hemisphere rotate counterclockwise. The opposite is true in the Southern Hemisphere.
