Yes, whales and dolphins do sleep; however, they do not sleep in the same way that humans do. For example, while human sleep involves a period of unconsciousness followed by a period of conscious dreaming or REM sleep, cetaceans (whales and dolphins) show a pattern of unihemispheric slow-wave sleep, meaning that they only sleep with one half of their brain at a time. This allows them to remain aware of their surroundings and continue to surface for air, even while sleeping.

Like every mammal, dolphins need to sleep. Since they have a breathing spout for water when dolphins sleep it can be dangerous because the can get to much water in them so a lot of times when dolphins are sleeping youll see them come up a lot every now and then. Also its dangerous for whale to sleep too but not as dangerous as dolphins because whales can stay underwater much longer than dolphins. Some whales sleep at the surface, some are constantly swimming, and some even rest far below the water surface Some large baleen whales such as humpbacks rest at the surface for sometimes half an hour at a time. These whales take slow breaths that are less frequent than a whale that's active. They are so relatively motionless on the surface that their behavior is referred to as "logging," because they look like giant logs floating on the water.

whales do not need to sleep because they have a special system whereby half of their brain sleeps whilst the other half stays awake, this system means that they ( or their pod) can stay active to search for food for a maximum amount of time

Whales do sleep, and whales do swim.

But not at the same time.

And they can't sleep completely, they need to be a bit awake to remember to Breathe.

Dolphins do this by sleeping with half the brain at a time, so probably - being fairly closely related - whales do something similar.

They take 15-20 min. "naps" just under the surface of the water. They wake up in between naps to breathe. No one really knows how much time a humpback spends sleeping.
