Construction in mountainous areas is time-consuming and expensive, particularly for transmission lines to bring the power down to populated areas (there isn't much power demand in the mountains). Also, residents may object to the incongruity of a wind turbine in the natural landscape.
A small wind turbine might be a very good idea for a self-sufficient mountain lodge that is far from the grid.
