On horseisle, in order to get to Haven Isle you need to speak with the Shelton Dock harbormaster, Seamus Schooner. You will have to pay him $400 to get there. From there you will be transported to Half Haven Isle. From there you will need to cross the bridge to get to Haven Isle. Wala! Your there.

If you mean in Horse Isle, talk to Seamus Schooner, the Shellton Dock Harbormaster. If you pay him $400 he'll take you to Half Haven Isle which is attached to Haven Isle by a bridge.
