no, when you see groudon and kyogre fighting go to Steve and he will take to a cave and you will find Wallace and he will say something about rayquaza and he will tell you a question and pick sky pillars. sky pillars is in the right of pacifidlog town and you will find a cave and that's it what I will tell you :)

∙ 14y agowhat game? In ruby, no; in emerald, yes. Visit the Weather Institute and talk to the guy on the 2nd floor. When he says it's hot somewhere, go there and look for a cave opening, then go in and approach Groudon inside. It is lv70. The same goes for Kyogre in Emerald.
In Soulsilver, you can catch it...i'm not sure when.

∙ 12y agoI'm not quite sure but you need an azure Flute and take two steps in sphere pillar and use it. magical stairs appear and go a few steps up then save because you battle him if you get close to him and I think he's level 80.
