Only if you download the data contained on the second disc.
If the CD is required for playing the game you will have to use a crack for that CD and a software from which you run the crack, neither of which I believe are entirely legal methods.
So I'm guessing the answer for you is no.

Once you do install a new Sims game, you will have to use the latest games installed CD in order to play.

...kind of obvious, don't you think? You put in the disc of the game you want to play. If you want to play Sims 3, put in that disc. If you want to play one of the expansion packs, put in the disc for the correct expansion pack.
