Yes. A signature is only your verification that you have received the ticket. Actually, a refusal to sign can and normally DOES result in immediate arrest and transport before a judge. If people could not pay a ticket simply by not signing them, no one would EVER get one!

It depends. Some places really do not care while in others they will take you to jail. By signing you are not admitting guilt, only that you have received the ticket and agree to show for court.
