That would ultimately depend on the skill of the rider, but as they couldn't expect there to be a ladder wherever they stopped they had to come up with other ways.

Penny farthings often had climbing spurs along the "back bone", the tube that went between steerer tube and the small rear wheel. But if there was something handy to climb on, like a low wall or something, riders would often use that.
