Noise and blocking the sidewalk are the major complaints to avoid. If you want to make your lemonade stand a real business, check with the city or county that you are going to operate the stand in.

Selling lemonade that you made yourself and are not trying to make a business out of is legal, but if you want to have a business in that kind of stuff, you need a permit/license to sell.
This is a general answer: If you are going to operate ANY food vending enterprise ANYWHERE in the US it will most likely require a Health Department license, and if it is to be run for profit, will probably need a business/tax license as well. On the other hand, if you are asking about a kid's lemonade stand in front of their home, I'm certain that local law enforcement will probably "overlook" it, providing that it does not become a regular ongoing business venture.
