That all depends on how old you are exactly, where you live, and what you are wanting. A lot of lesser shops will do simple facial and ear piercings on minors with consent, but no shop worthy of being in business would ever do a genital piercing on a minor regardless of consent if that be your wish. Call around to shops in your area and see what the deal is.
