That is a decision that would need to be completed by you. It is okay to place eyeliner on your lower & upper water line ( never liquid ). But bare in mind that there is a risk of bacteria getting into your eye which can cause sty eye. If that is something that you don't mind taking the risk at, then go for it! Applying eyeliner to your lower water line can create the illusion that your eyes are bigger or smaller. If you decide you want to apply a natural or white eyeliner it can make the whites of your eyes appear brighter.

You can use bleach to clean your above ground plastic pool liner. Use one part bleach to two parts water and scrub the stain wearing rubber gloves. Make sure to rinse the bleach thoroughly from the liner before adding more water in.
Make sure you don't put it on the bottom or your tear line because that will just look stupid. Put it on your eye lid. Try pulling the end of your eye to stretch it out a little and make a thin thin line of liquid liner RIGGGHHT on top of your lash line. Don't worry, the line will be thicker once you stop stretching out your eye lid.

No Gel Liner is better that liquid liner and pencil pencil you have to sharpen and it is hard to apply a neat straight line. Liquid liner smears easy and is hard to get off. Gel liner is perfect no sharpening or smears and neat fine line and is easy to get of with vasoline or soap and water. Hope this works for you!
