Generally speaking, most catfish are bottom dwellers and spend the majority of their time at the bottom. Therefore During the daylight hours you would probably have better luck letting the bait sink to the bottom without the bobber. However at night, cats become more active and tend to move around at all levels. I personally have caught cats about 1-2 ft below the water line with a bobber while fishing for crappy. But usually catch more when the line sinks to the bottom.

This is a very open question. It depends on where your fishing, what species your fishing for, and he time of day. If you are not fishing for any species in particular, about mid Howerday, in a decent sized pond or lake then I would set your bobber anywhere 3 1/2 feet-6feet(depending on how clean the water is and how little debris there s in the water). If you are Fishing early morning or late late afternoon I would suggest setting it a little shallower just because that is the time of day when the fish come near the top of the water. With bobber fishing you usually set the water deeper for hotter weather and more shallow for cooler weather. However if you are freshwater fishing the deeper you set your bobber the more likely it will be that you will catch a catfish. I personally don't like catching these due to their sharp whiskers and likely ness that they will break your line. hope this helps if not maybe someone else will update with more info
