Yes, he has to be alive to be King. He couldn't rule if he was dead now could he? If he dies before his mother his eldest son, Prince William will become King.
The two biggest problems are that a) Charles' father is still alive, and b) he's not king and, while he's technically in line to BECOME king, well over 600 other people (including Charles himself) would have to die first.
