Can Eevee evolve with a leaf stone?

No. Eevee, in generation III, can only evolve into Flareon with a fire stone. Jolteon with a thunderstone. Vaporeon with a waterstone. Espeon via happiness in the daytime. And Umbreon via happiness at nightime. In generation IV and up, Eevee can also evolve into Leafeon when it is leveled up near a mossy rock. And Glaceon when it is leveled up near an icy rock.

At the place where you get the second badge but at the forest you found a mossy green thing level your evee around the green mossy whatever then it will evolve to a leafion.
