Its hard to tell. Depedning on when in the story, she loves either Gale or Peeta... But she ends up with peeta.
Katniss says she loves Gale, but shes says he is kindled fire and rage, and she has enough of that, and that's why she picks the messed up Peeta, stung by trackerjackers.
