Any state can extradite for any reason at anytime. With that being said Indiana usually will not extradite for misdemeanor probation violation.

All US states have extraditionary measures, generally any US state will allow extradition of any wanted person regardless of the nature of the criminal offense.

any state will extradite for any kind of probation violation, probation violation is the only thing that a state will go pick you up on anywhere in the us

They CAN, if they wish to. All US states and territories honor each other's requests for extradition. No one can predict what DE might choose do in any particular circumstance.
