Not really; Neptune has its axis (its poles) tilted at 28o which is very similar to the Earth's tilt of 23o.

Perhaps you are thinking of the planet Uranus which has its axis tilted 98o , which means that one of its poles is always pointed almost directly toward the Sun and the other pole is pointed toward the outer Solar System. This means that roughly one half of Uranus is always sunlit and the rest is always in darkness, which fits the word "sideways" pretty well.
