If you mean a 1980s Michael Jackson jheri curl, sure, but that's a chemical process so the hair wouldn't be 'natural' anymore. It's the equivalent of white people getting a perm, and is EXTREMELY harsh on virgin black/negro hair. Getting your hair professionally texturized is a safer bet, as it is a very mild relaxer. Also, depending on the texture of your hair, you can fake a jheri without damaging your hair. Check Youtube videos for how-tos if you want to try it on your own. Another way to get a more manageable texture of hair, if that's what you're hoping for, it to religiously roll your hair in curlers at night. This is a protective hairstyle that stretches the strands of your natural hair over time. It encourages growth as well.
I think if you aready have curly hair, what is the point to perming it curly? But if you have to because your hair is a curly mess then it will problemby just stay curly.

You cannot perm chemically straightened hair. When you relax the hair you split a lot of the bonds in the hair that give it it's shape. So if you want to perm it again there are not enough bonds there to work with. You have to wait until your hair grows out and you are left with your natural hair again.
It won't make any difference to the layers but your perm will be higher where the hair is shorter. It will look good actually. I think it will look more natural.
No it will burn and damage your hair. If you do want a perm just perm it make sure you have no color in it, make sure it's your natural color or else it will burn the hair and cause damage. If you want to color do not perm either it's so bad for your hair if you should do both...
