At the end of the book, when Katniss kills the last tribute, the capitol announces that they changed the rules and only one can live. Neither want to live without each other, so Katniss pulls out deadly berries that will kill if consumed, and they agree to both eat them on the count of 3. The capitol quickly changes their mind, because they needed a winner and did not expect this, and Peeta and Katniss are both crowned the winners of The Hunger Games.
