Yes, most of the populated part is. The sub-arctic zone covers the Northern sparsely populated parts as well as the inland mountains extending across about half of the country, wheras the temperated part covers the densely populated southern half as well as the coastal areas of the Northern half.

That is: about half of the county is temperate and half is sub-arctic, although more than 90 % of the population live in the temperated parts.
