No, it does not. I have seen after market kits that allow all 4 lights to be on when using your high beams.

The fuel filter is uder the driverside door outside of the truck. Underneath the truck you will see the frame ( C-beams) of the truck. Its on the inside of the driverside C-beam.
It is mounted vertically (straight up and down) on the passenger side of the truck in front of the front end cross beam.

More than likely it'll be a bottom on the floor board that you push with your foot. 3rd-party edit: the high beam switch is on the wiper arm. Pull it towards the driver to activate/de-activate.l
