A cabin filter was an option on a 2006 Chrysler Town and Country. If equipped there is an access panel under the dash on the passenger side.

If it has one and not all do, it's under the dash on the passenger side. A door comes off the bottom of the ducting and the filter pulls straight out.

Not all PT Cruisers, but, newer 2006 did come with the cabin filter. The OEM is changed thru the Glove box, the add on is changed by removing the firewall cowl... Kind of a pain to change, but, I put one on my 2002 an the filter cost 14.00 at your Chrysler dealer...
