The PS3 dual shock 3 controller is turned on by pressing the Playstation Emblem. They do not need to be plugged in except to charge and the initial connection with the PS3. They would not always be desired to be functional when charging or fully charged and still plugged in. Except when the system is set up to automatically turn off the controllers they are turned off by using the PS emblem to bring an on screen menu that has a selection for turning off the controller as well as other choices. The system (PS3) should be set to automatically turn off the controllers with the PS3 or you will find the controllers always need to be charged
To authorize your controller for a different ps3, just plug your controller in using your wire and turn it on. Then you can unplug it and it should recognize that the ps3 you just plugged it into is the one you are playing on.
Yes when your controller needs to be charged you can use the charging cable and still use the controller to play the game. Always make sure your system settings automatically turn off your controller when you turn off the PS3. Remember the PS3 will not charge the controller when it is off.
The PS3 will not charge a controller while it is off. The controller will not turn off when you turn off the PS3 unless you change the PS3 settings. This can cause the controller to always have a dead battery each time you go to use it. Go to PS3 settings for the controller and click yes for auto turn off when PS3 is turned off. This may not be your problem and you can tell because the PS3 controller should work with a dead battery if it is plugged into the charging cable and the PS3 is turned on.

If your ps3 controller isn't working wirelessly, then you may have to reregister it. To do this, you have to plug it into the ps3 with the special cord. If it still doesn't work, even if it is left plugged in, then you may have something wrong with your controller and you may have to purchase a new controller. You should also check the charge on the PS3 wireless controller. if you unplug a PS3 that battery is not charged it will not work. When you turn off the PS3 if you have not set the PS3 to also turn off the controller automatically in controller setting the controller will remain on and the battery will drain. Either the controller is broken, or your battery is dead. Try plugging in your controller to the PS3 to see if it will turn on.
Get the PS3 controller and connect it to the other PS3 using the USB recharger. Turn the controller on and after about 10 seconds you can take it out, turn on the controller, and use it wirelessly. All of this is done while the PS3 is turned on.

The PS3 controller does not need a charger. Just purchase a Sony PS3 cable and plug into any USB port. Mine is plugged into my Sony HDTV
